Shri R.K. Jain took over as Member (Thermal) & Ex-Officio Additional Secretary to the Government of India on 24th April 2002. Shri Jain is an eminent power engineer with distinguished record of contributions in the power sector in the country.
Shri Jain graduated in Mechanical Engineering from Delhi College of Engineering in the year 1968. With a brilliant academic career, he served as Lecturer in Regional Engineering collage, Kurukshetra soon after graduation. Thereafter he joined CEA in 1970. During his long stint spanning over 32 years in CEA, Shri Jain specialized in design & engineering of Control & Instrumentation system, Data Acquisition System, Microprocessor based distributed digital control system, standardization of thermal plants, design of training simulator, renovation & modernization ot thermal power plants, financial & restructuring , examination of Power Purchase Agreements, arbitration proceedings and legal matters, interpretation of electricity acts, advising Electricity Regulatory Commissions. Shri Jain was also Secretary of Central Electricity Board, responsible for updating Indian Electricity Rules, 1956.

Shri Jain was also closely associated with promotion of supercritical technology, introduction of 800 MW Thermal Plants, identifying site, standardization of 500MW specifications.
He has been member of several Committees of Power & Energy sectors from time to time and has contributed several professional papers in technical Seminars & Workshops. Many technical papers go to his credits which have been published in various technical magazines.
Shri Jain has authored several books on mechanical engineering subjects like Production Technology, Engineering Metrology, Mechanical & Industrial Measurements, Machine Design, Modern Power Plant Engineering etc. He has recently authored a book tided 'The Art of Happy Living'.
